IELTS is scored in bands from 0 to 9. There is no pass or fail, you simply get a band, and different universities, employers and visa authorities require different bands. Here is exactly how the scoring works and what your target should be.
How the band score works
You get a band for each of the four modules, and an overall band that is the average of the four, rounded to the nearest half.

How the overall band is calculated
Add your four module scores and divide by four. Example: Listening 7, Reading 6.5, Writing 6, Speaking 6.5 = 26 / 4 = 6.5 overall.
